What does "product of their times" mean in relation to somelike Hitler, Ghandi, Churchill the like?

Say if this statement were related to Hitler or Ghandi or someone of equal "fame" what does it mean? What kind of characteristics must this person have or what kinds of things must they have done? GAH! Help please!!
